If you want to get into designing you can produce some excellent results, but you need to have time. If you don't have time, or patience you will not be able to succeed in your mission of trying to create excellent graphics. Hopefully in this page I will be able to guide you through, what I think, are the main concepts of learning how to create graphics. I suggest that you practice daily so that you have the time to be able to 'remember' what you do, which is another thing; tutorials. Following a tutorial on how to make something new is always a good start, if you follow plenty of tutorials on a daily basis you will be able to make much better graphics than somebody else who hasn't followed tutorials, or practiced daily. Daily, or maintained sessions of use with your desired graphic program will allow your mind to adapt to the new program.

I myself, have been into graphics for quite a while, however I'm starting to do web site designing a lot more now. I made this web site, which, even though I say so myself, is quite nice. Web site layout design is recommended when you know how well you are able to make things. You can easily make a simple web site with very basic programs, but, it's not recommended as it is harder for people who use basic programs to adapt to the more challenging, start with the hard ones - you'll be able to create better graphics quicker.
